We are extremely pleased to have President Bill Clinton deliver the opening keynote speech on Monday, November 21st.
President Clinton will describe the challenge of globalization, emphasize our growinginterdependence and point the way toward a common future based on shared goals and values. His address will be an inspirational start to the Summit and a timely discussion considering the Summit’s overall theme – Towards Ontario’s Next Great Era.
You will not want to miss President Clinton’s keynote speech, “Embracing our Common Humanity”.

Regardless of the governing party, the debate about Ontario and Canada’s health care sustainability has continued to emerge with relatively little progress beyond renewed funding commitments. | If the “age of nations” is over and the new “urban age” has begun – as renowned thinker and geo-strategist Parag Khanna proclaimed in 2010 – how are Ontario’s urban regions doing in comparison to their international competitors? In what ways do they shape and contribute to growth and prosperity in the broader provincial economy? If we look back at the themes of discussion at the OES over the last seven years, from human capital development and retention to transportation infrastructure and accelerating the innovation climate, we can draw strong links between these themes and the economic health of our urban centres. The question for leaders to consider at this year’s Summit is straightforward: what can all of us do collectively to see that our urban regions are in the best position to help us move towards Ontario’s next great era? Innovation in Health Care Delivery: Exploring New Models of Efficiency and Sustainability [PDF]
Synopsis: Regardless of the governing party, the debate about Ontario and Canada’s health care sustainability has continued to emerge with relatively little progress beyond renewed funding commitments. While quality and wait time improvements have been made, the larger question of maintaining our system over the long-term remains largely unanswered. The recent Ontario budget included a 1.5% increase to hospitals’ overall funding base, as well as additional short-term money for operating costs. Likewise, the federal government has committed to a continuation of health care transfer payments to the provinces. However, increased investment in an ever-expanding system, while necessary, should be accompanied by a long-term plan for improving efficiency and achieving system sustainability. Health care costs currently make up 42% of government program spending in Ontario – and this continues to rise for a number of reasons, including an aging population and inflationary pressures among others. Many have raised concerns that increased spending on health care will ultimately translate into fiscal pressures on other public priorities such as education, transportation and infrastructure renewal. Health care experts and economists alike claim that we are reaching a tipping point and if reform to our Medicare system is not implemented quickly, health costs will eventually lead to critical fiscal conditions for governments. While Canadians continue to support a universally accessible, publicly funded system, organizations such as the Canadian Medical Association have found that there is room for improvement within this context. A report released in August 2011 calls for more effective engagement of industry in “creating a better, more efficient health care system.” The CMA also heard through a series of town halls that money should be reallocated towards front-line providers from administrative functions. Would this improve the system?
Through this year’s OES, we will turn to our leaders across the various segments of our economy to spearhead the debate, define their roles and discuss solutions for building a long-term strategy for our health care system. Elements of this debate include: reducing costs by driving efficiency, the role of industry in helping to create a better health care system, other models of best practice and prevention as a cost containment.

Ontario’s Energy Future: Today’s Costs and Tomorrow’s Opportunity [PDF]
Synopsis: Can economic opportunity be found on a transmission line? For Ontario, the answer might be “yes”. The impact of rising electricity costs on Ontario industry, already coping with a high Canadian dollar and a productivity deficit relative to our competitors, is significant. Energy cost is a key factor in Ontario’s ability to attract and retain foreign investment and both price stability and reliability of supply are essential to ensure continued economic growth. One aspect of our debate will focus on what Ontario businesses are doing now to mitigate their electricity costs and on what solutions can be found to limit the rise in energy costs and provide businesses with a more competitive energy market in Ontario.
Another aspect of our debate will focus on Ontario’s role as a true pioneer in the development and implementation of alternative and renewable sources of energy. The Government’s ambitious long-term energy plan aims to provide the Province with cleaner air and a diversified and reliable energy supply mix, helping it to become a leading jurisdiction in North America in addressing climate change. But is this enough? Some argue that in the rush to embrace alternative energy, we have created unfair market conditions for competition. Others cite an insufficient level of input from the private sector and local communities. Others say this is a small price to pay in transitioning from Ontario’s dirty coal-fired generation to clean, job-creating, renewable sources.
Taking this to the next level, a national system, where the development and implementation of smart technologies lead to smarter consumption, distribution and storage of electricity could provide a major economic opportunity for Ontario, and Canada. Ontario has already started to make significant investments in smart grid technologies, with the aim of becoming a global leader in this area. The Province is unlikely to put the brakes on these efforts, which could not only deliver a smarter and more efficient electricity system but could also potentially offer significant wealth and job creation and foster much-needed innovation.
Ontario’s ability to overcome its energy challenges will be measured by how well it responds to the following challenges: an ageing infrastructure requiring immediate attention – primarily transmission and distribution lines as well as upgrading ageing nuclear facilities -, a growing and increasingly urbanized population which will inevitably lead to increased demand in certain regions and finally a social responsibility to protect the environment while maintaining a diversified supply mix of energy. But more importantly, Ontario’s position as a global energy leader may be measured by how well it embraces (or fails to) the economic opportunities linked with smart grid technologies. A review of the above elements will be an integral part of the debate at this year’s OES.

Our discussions will focus predominantly on the main drivers of economic prosperity for cities, including water and wastewater systems, transportation infrastructure, human capital and the role of the provincial and federal governments in supporting the growth of cities.

| As President and Chief Executive Officer, Mr. Aurich is responsible for the overall strategic management, direction and leadership for all Siemens activities in Canada, including its four sectors: Industry, Energy, Health Care and Infrastructure & Cities. Mr. Aurich brings over 20 years of experience with Siemens Canada. He joined Siemens in 1986 and has held various senior positions within the global organization. Most recently, he was the President and CEO of Siemens AB in Sweden. Prior to that, he was responsible for sales of the Transportation Systems, Power Generation and Power Transmission & Distribution groups at Siemens in Sweden. | Fred Eisenberger was appointed President and CEO of the Canadian Urban Institute in December of 2010. Currently, he is also member of CivicAction’s 2011-2015 Steering Committee, joining other prominent Toronto region leaders in guiding to execute CivicAction’s post-2011 Summit strategy. His career includes serving as a Councillor for the City of Hamilton and the Region of Hamilton-Wentworth for nearly a decade in the 1990s. In 2001, he was appointed by the Federal Government as the inaugural Chairman of the new Hamilton Port Authority providing strategic and operational leadership to one of Canada’s largest inland Ports and, in 2006, Eisenberger was elected Mayor of Hamilton and served until November of 2010. As Mayor, he championed a wide array of successful initiatives promoting sustainability, urban revitalization and economic transformation in a diverse regional city of more than 500,000 people. His private sector experience as Government and Community Relations President for ECS Consulting (2000-2006) was focussed on providing public and private entities consulting services in strategic planning, business development, public relations and communications. While serving on the Metrolinx Board of Directors 2006-2009 and thereafter, Fred Eisenberger made his mark as an advocate for public transit, transit-oriented land-use, and active transportation (cycling, walking). He is particularly known for his vision of sustainable cities and equally for his willingness to advance and defend often-unpopular positions with a long-term vision of urban sustainability, environmental remediation, and economic revitalization. During his mayoral tenure he served on several federal, provincial and local area Boards. | Tim was born and raised in Fort Erie, a small town in Ontario. He and his younger sister Tricia were lucky to have the love, support and guidance of their parents, Pat and Anne Marie, both of whom were teachers. After graduating from university, Tim worked as a Customs Officer at the Peace Bridge. Then he traveled across the country as part of a management team helping a major international retailer grow its operations throughout Canada. In the early 1990?s, Tim became motivated to enter politics. Like most of Ontario, his town was having a tough time. His friends were leaving Fort Erie and heading to other places to find opportunities that were not available at home. Tim wanted to stand up for families like his own, and restore the jobs and the sense of community that were under such serious pressure where he lived, and across Ontario. Tim was first elected as the MPP for Niagara South in 1995. He served as a Cabinet Minister for five years. Tim was then elected the 23rd Leader of the Ontario PC Party in June 2009. But the most important dates in his life is October 5, 2002, when he married his wife Debbie, and October 3, 2007, when the light of his life – his daughter Miller – was born. | Dr. Michael Rachlis was born in Winnipeg, Manitoba in 1951 and graduated from the University of Manitoba medical school in 1975. He interned at McMaster University and then practiced family medicine at the South Riverdale Community Health Centre in Toronto for eight years. He completed specialty training in Community Medicine at McMaster and was made a fellow of the Canadian Royal College of Physicians in 1988. Dr. Rachlis practices as a private consultant in health policy analysis. He has consulted to the federal government, all ten provincial governments, and two royal commissions. He is also an associate professor (status only) with the University of Toronto Dalla Lana School of Public Health. In 2010, the University of Manitoba conferred upon Dr. Rachlis a doctor of laws in recognition of his service to Canadian health policy. Dr. Rachlis has lectured widely on health care issues. He has been invited to make presentations to committees of the Canadian House of Commons and the Canadian Senate as well as the United States House of Representatives and Senate. He is a frequent media commentator on health policy issues and the author of three national bestsellers about Canada’s health care system. In his spare time, Dr. Rachlis enjoys cycling and duplicate bridge. | |

| Helen Stevenson is Founder, President and Chief Executive Officer of Reformulary Group Inc., a company dedicated to helping manage prescription drug costs for employer drug plans. She is the former Assistant Deputy Minister of Health and Executive Officer of Ontario Public Drug Programs, from June 2007 to July 2010, responsible for the Province’s $4 billion publicly funded drug programs. In this role, Helen led the most significant reforms to the prescription drug system in Ontario in two decades – the reforms became known as Bill 102, as well as a second set of transformational reforms to generic pricing and pharmacy reimbursement in Ontario. She is a Trustee of the Auto Sector Retiree Health Care Trust, and formerly a Governor of the Board of North York General Hospital. Helen holds a Bachelor of Commerce degree from McGill University, Montreal, Canada and a Master of Science in Management from Boston University Brussels. She also has the ICDD. | |

| John Tory is a lawyer, business leader, community activist and broadcaster. He was formerly an elected representative serving as Member of Provincial Parliament, as Leader of the Ontario PC Party and as Leader of the Official Opposition in the Ontario Parliament.The early years of Mr. Tory’s career were spent practicing law in Toronto, and he was later elected as a managing partner of one of Canada’s biggest law firms. In the 1980’s he served as Principal Secretary to Ontario Premier Bill Davis and as Associate Secretary of the Ontario Cabinet. In 1995, John Tory joined the Rogers Group of Companies, first as President and CEO of Rogers Media Inc. and then as President and CEO of Rogers Cable, Canada’s largest cable and internet service provider. He specializes in design, funding strategies, assessment of risk and risk mitigation through effective cost management. During 2009 David participated in the stakeholder consultation process conducted by Ontario’s Ministry of Health on reform to public and private payer drug programs. David projects employer drug spend will increase by 3% to 5% of payroll costs before 2019 resulting from new high cost drugs entering the market. Consequently, David obtained the buy-in of the Canadian insurance industry to integrate catastrophic drugs through private and public payers and has commenced discussions with provincial governments to introduce change.
